Summary:
The Texas Health and Human Services Commission is seeking two experienced Software Developers to support enhancements to the Childcare Licensing Automation Support System (CLASS). This hybrid role (onsite in Austin, TX, and remote) involves designing, coding, testing, and maintaining Java-based applications with technologies such as J2EE, JSF, React JS, Node JS, Spring, and Hibernate. Candidates should have expertise in SQL, PL/SQL, and Oracle WebLogic. Agile project experience is preferred. The contract runs from March 2025 to August 2025, with potential renewal. Texas Health and Human Services Commission requires the services of 2 Software Developer 3, hereafter referred to as Candidate(s), who meets the general qualifications of Software Developer 3, Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of the Texas Health and Human Services Commission  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law. Texas Health and Human Services Commission will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).

Additional job details and special considerations
The Software Developer is an Information Technology (IT) position and will provide development services for the mandated enhancements of the Childcare Licensing Automation Support System (CLASS). This position will design, develop code, unit test the code and provide support during test cycle and postproduction support. The project is expected to produce CLASS and Public Provider deployments throughout fiscal year 25.  

II.  CANDIDATE SKILLS AND QUALIFICATIONS

Years Required/Preferred Experience
8 Required Strong verbal and written skills in communicating with peers and different levels of users.
8 Required Strong background in Java, J2EE, JSF, React JS, Node JS, Spring, Hibernate and Oracle WebLogic.
8 Required Skilled with Database query languages (SQL, PL/SQL).
8 Required Skilled in developing custom Java apps.
6 Preferred Skilled in creating SOAP and RESTful Web Services.
4 Preferred Experience using IDEs such as MyEclipse.
4 Preferred Experience with Oracle databases.
4 Preferred Strong skills in performing unit testing.
4 Preferred Experience with functional testing of code changes in Integration environments.
2 Preferred Skilled in meeting web accessibility standard WCAG 2.0.
1 Preferred Experience working on projects utilizing Agile project management methodologies.

III.  TERMS OF SERVICE
Services are expected to start 03/10/2025 and are expected to complete by 08/31/2025. Total estimated hours per Candidate shall not exceed 1024 hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.

IV. WORK HOURS AND LOCATION
Services shall be provided during normal business hours unless otherwise coordinated through the Texas Health and Human Services Commission. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be at 701 W.51st Street, Austin, TX 78751. The working position is Hybrid - On Site and Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense. Texas Health and Human Services Commission will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through Texas Health and Human Services Commission.

V.  OTHER SPECIAL REQUIREMENTS

TERM OF SERVICE (Required)
Services are expected to start on or around March 10, 2025 and are expected to be completed by August 31, 2025. Total estimated hours per Candidate shall not exceed 1024 or less hours for FY25.

Initial Purchase Order Term:
Any Purchase Order resulting from this Request for Resumes is effective on the date of issuance and expires on the last day of the State fiscal year in which the Purchase Order was issued, unless sooner stated in the Purchase Order or unless sooner terminated, renewed, or extended as provided in the Purchase Order.
 
Renewal Option(s):
HHSC, at its sole discretion, may renew the Purchase Order for up to three, one-year optional renewals. Such renewal(s), if exercised, shall be subject to all the requirements and terms and conditions of the Purchase Order.

Position is hybrid and will be required to work in our Austin Office.  Program will only allow candidates who are local. (Surrounding area from Austin, TX). 
Position is hybrid. Program will only allow candidates who are within the City of Austin or the surrounding cities. (LOCALS ONLY).  20% travel into the office is required. The tentative workdays are as follows below.
 
Onsite: Mondays (tentative) this can be subject to change.

 C) Any and all travel, per diem, parking, and/or living expenses shall be at the worker’s and/or Vendor’s expense.
D) The worker may be required to work remotely at HHSC discretion, up to 100 percent of the time.
E) The worker may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved through the Agency.
